Dr. Dennis Otuaro commends president Tinubu for his strategic agenda for the Niger Delta

PAP boss says Tinubu peace plan and developmental strategy working

Dr Dennis Otuaro, Administrator of the Presidential Amnesty Programme in a recent statement eulogized the president of the federal Republic of Nigeria while stating clearly the president's visionary approach towards rebuilding the Niger Delta. According to the Administrator, the president is implementing a master plan of “strategic and systematic” approach towards fostering, economic growth, development, and sustainable peace across the Niger Delta.

Dr. Dennis made this known Saturday  15th November 2025 in Lagos while speaking in a town hall meeting with PAP stakeholder alongside some Niger Deltan’s who are resident in the state. The event which  was hosted by a Niger Delta activist and founder of the Ijaw Monitoring Group, Chief Joseph Eva had in attendance the Chairman of the Ijaw National Congress, Lagos chapter, Prince Tonye Harry; Prof. Dauphin Moro; Other guests includes; Engr. Titus Posibi and Chief Amarian Benedicta.

According to Dr Dennis, president Tinubu Renewed Hope Agenda has not only set the compass in the right direction, but has vividly transformed its stated objectives into“deliberate efforts at tackling the challenges of development, security, and sustainable peace,” adding that the administration “has not only restored peace in the area but is also delivering on his campaign promises around human capacity and infrastructure development. 

“One of the things you must know about His Excellency, President Bola Ahmed Tinubu GCFR, is that he is very strategic and systematic in his approach to resolving issues of development, socio-economic growth, security, and sustainable peace in our region—the Niger Delta. There is no doubt that Mr. President’s strategy is working for the Niger Delta,” Otuaro said.

The Amnesty Administrator thanked the president and the office of the NSA for their sustained support which has heightened the expansion of PAP’s education and skills programmes. According to his analysis, in-country scholarship slots increased from 3,800 in the 2024/2025 academic year to 3,900 in 2025/2026, while about 200 beneficiaries were placed on foreign scholarships.

Dr Dennis, while stating the commitments of his office, assured stakeholders that the Amnesty Programme would continue to ensure that more indigent youths gain access to higher education and acquire the relevant skills and knowledge necessary for self-reliance, growth, and nation-building.

He further thanked President Tinubu for finding him worthy to take on such Herculean responsibility without an iota of doubt. Stating clearly the president’s large heart towards accommodating people of every divide of the aisle. 

“I want to, again, thank His Excellency for finding me worthy of appointment to take up the baton of leadership at the PAP with the help of the National Security Adviser, Mallam Nuhu Ribadu, who has been very supportive of our initiatives since I assumed office.
“I urge you and all the people of the Niger Delta to continue to support the administration of Mr. President because we are confident that, judging from the many good things he is doing in our region, he will do even much more for us after his reelection in 2027,” he said.

Chief Joseph Eva praised Otuaro’s leadership, highlighting his achievements in human capital development, vocational skills, and peacebuilding in the region.
“We have confidence in his leadership, vision, and dedication to regional development,” Eva said.

The high point of the meeting was the conferment of “Best Iconic Administrator Award” on the Administrator by stakeholders.

The Administrator has evolved the concept of the programme by taking a more human face through developmental oriented initiative, offering educational scholarships to deserving persons most especially in underserved communities while balancing the equality gap, taking into consideration justice and fairness in her approach.
